The case

Agentic payroll products are launching while no independent commercial conformance suite was found. Buyers and vendors need a way to exercise engines against synthetic employees, jurisdictional rule versions, edge cases, and expected outputs before production authority is granted. PayMatrix-Conformance builds a reviewed case corpus, executes a submitted engine in a controlled harness, records exact inputs and outputs, and returns reproducible per-case results. A signed report proves which bytes, rules, and engine version were tested; it does not prove that the statutory interpretation is correct, that untested cases pass, or that a regulator accepts the system.

Who pays — and why

Payroll-engine vendors, enterprise payroll buyers, assurance teams, and procurement leaders evaluating automated payroll behavior. The first paying role and accepted certificate semantics require validation.

What it unlocks
A reviewed synthetic-employee corpus with jurisdiction, effective date, facts, expected behavior, rationale, source, uncertainty, and rule-owner approval.
Repeatable engine tests that preserve submitted version, configuration, inputs, outputs, normalization, diff, exception, rerun, and signed result.
Procurement evidence that states exactly what passed, failed, was skipped, or remained disputed without calling the engine universally compliant.

8
Temporal window

Three launches in a short period and 2026 statutory changes create a practical test window.

8
Buyer persona

Payroll vendors and enterprise evaluators have a clear high-stakes testing need, though the first budget owner needs validation.

5
Why nobody did it

Recent agentic launches sharpen the gap, but payroll test suites and statutory research are not inherently new.

Why it scored well

Three recent payroll launches create timing, the buyer class and missing third-party role are legible, and a reusable synthetic corpus can become a valuable asset.

What's holding it back

The statutory corpus is exceptionally hard to author and maintain, five related interfaces were unverified in the original stage, certificate acceptance is unproven, and software-only economics are not established.
