Bidledger extracts each candidate back to its source page, normalizes only with estimator-approved mappings, and flags missing or conflicting coverage for review. A parsed line is not the subcontractor's legal commitment, an outlier is not an error or unfair price, the lowest leveled total is not the best award, and only authorized project parties interpret scope and form a contract.
