AgentsmdForge treats the specification as executable policy, not trusted prose. It resolves every referenced tool, input, output, permission, secret handle, data class, precondition, side effect, approval, destination readback, error, retry, and recovery; unresolved references block release. Isolated fixture runs capture proposals and observations without production credentials or external mutation. A passing dry run proves only the tested fixture and environment, not production correctness, accounting accuracy, security, compliance, or equivalent future behavior. Behavior diffs expose changed paths, tool calls, approvals, outputs, costs, and failures for human review. Finance writes and payments remain explicitly approved and reconciled. Reuse of the confirmed open architecture must preserve its license; the original stage verified no production integration interface.
