The case

Developers can distribute reusable prompts, retrieval patterns and tool sequences, but usage-based licensing becomes difficult inside controlled defense supply chains. The supplied research confirms a small civilian marketplace for agent skills and an open security component from a certified small defense supplier. It found no reviewed cleared or compliance-specific royalty marketplace. Civilian marketplace activity validates only that reusable components can be sold, not defense demand or pricing.

Royaltrack would preserve component identity, asserted author, source provenance, license text and version, customer, approved environment, security boundary, invocation event, meter definition, duplicate decision, exclusion, split rule, calculation version, invoice candidate, dispute, approved statement and payment readback. License owners and customers would agree what counts as a billable invocation before any metering.

An invocation log does not establish copyright, authorship, originality, authorized reuse, export classification or that a component caused an output. A signature and timestamp support bounded integrity, not truth or security control effectiveness. Export-control, controlled-information and classification decisions require authorized people and current counsel; they cannot be learned from a corpus or delegated to a model. A receipt cannot make an environment compliant with a security framework.

The pilot should use synthetic, unclassified components and metadata only. It must exclude classified information, controlled unclassified information, export-controlled technical data, credentials and production prompts until separately authorized. Public anchoring should never reveal customers, programs or component existence. The buyer hypothesis is a marketplace operator, defense software vendor, prime contractor or specialist supplier licensing reusable workflow components; buyer ownership, rights chain, environment class, demand, procurement path and dispute economics require validation.

Who pays — and why

A marketplace operator, defense software vendor, prime contractor or specialist supplier licensing reusable AI workflow components in controlled environments.

What it unlocks
A component registry preserving asserted author, provenance, rights evidence, license version, approved customer, environment scope, restrictions and correction
A contract-defined invocation ledger linking meter rule, event source, component version, duplicate decision, exclusion, signature, timestamp and verifier observation
A royalty workflow separating usage calculation, split rule, invoice candidate, licensor review, customer dispute, approved statement, payment initiation and settlement readback
How Genesis scored it
6.54across seven criteria
tension 7temporal 8blindspot 5buyer 5leverage 8convergence 5why-not 7
8
Temporal window

Recent civilian marketplace and supplier signals support experimentation without proving a defense procurement window.

8
Asymmetric leverage

A contract-defined ledger and calculation service can scale through software across licensed components.

5
Convergence

The supplied record has one cross-reference and no inbound or grounded cross-vertical convergence.

Why it scored well

The input combines a demonstrated civilian marketplace shape, reusable defense software and a specific contract-metering workflow with no reviewed specialist competitor.

What's holding it back

Defense demand is unverified, rights and classification cannot be automated, the buyer quartet is incomplete and marketplace liquidity is speculative.
