Grant teams receive proposals in inconsistent formats, compare them against program-specific criteria and later need to explain how a recommendation became a decision. GrantApprove converts a versioned rubric into an evidence map, completeness review, score candidate and decision memo, but it does not auto-award funds. The supplied research confirms multiple grant-review products already summarize or score applications, including one with threshold routing. The defensible wedge is therefore not generic AI scoring. It is a governed chain from source passage to criterion, reviewer correction, conflict disclosure, delegated authority, exact approval and downstream acknowledgement. A rubric score is an opinion under a chosen policy, not proof of merit, eligibility, fairness or impact. Missing evidence remains unknown rather than negative. Low-value awards can use a streamlined review only when the foundation's signed policy permits it and an authorized human still approves the exact award. Application receipt, completeness, evaluator proposal, reviewer disposition, approval, payment instruction, provider acknowledgement, grantee acceptance and later outcome remain separate. The product can reduce packet preparation time and improve traceability; it cannot guarantee consistent judgment, regulatory sufficiency or better social outcomes.
